Philippines, Vietnam, China - Tropical cyclone MATMO, update (ECHO 03 Oct 2025)

Tropical cyclone MATMO (named "Paolo" in the Philippines) made landfall over the eastern coast of the Cagayan Valley region, north-eastern Luzon on 3 October just after 0.00 UTC, with maximum sustained winds up to 120 km/h (typhoon). On 3 October at 3.00, its centre was located inland over the central Cordillera Administrative Region, northern Luzon, with maximum sustained winds of 110-115 km/h (tropical storm).
MATMO is expected to continue west over the South China Sea, strengthening, and to make its second landfall over the far south-western Guangdong province, southern China late in the morning of 5 October, with maximum sustained winds up to 148 km/h (typhoon).
Very heavy rainfall is forecast over Luzon on 3-4 October. Very heavy rainfall is also forecast over southern China and northern Viet Nam on 5-8 October.

Philippines, Viet Nam, Laos, Thailand - Tropical cyclone BUALOI, update (ECHO 03 Oct 2025)

The passage of the tropical cyclone BUALOI over the Philippines on 25-26 September and over Viet Nam, Laos, and Thailand on 28-30 September caused very heavy rainfall, floods and landslides that resulted in casualties and damage.
In the Philippines, NDRRMC reports as of 3 October - combined with the previous tropical cyclones and the ongoing Southwest monsoon - 40 fatalities, 15 missing persons and 41 injured people. In addition, around 96,450 currently displaced people and approximately 4.58 million affected people were reported.
In Viet Nam, the International Federation of Red Cross and Red Crescent Societies (IFRC) report as of the same date, 36 fatalities, 21 missing people, 147 injured, 59,890 displaced and 588,266 affected people. In Laos, ADINet reports two fatalities and 10,124 affected people. In Thailand, the IFRC report eight fatalities and 293,626 affected people.
Over the next 24 hours, very heavy rainfall is still forecast over central and northern Viet Nam, central and northern Laos, central and northern Thailand, and most of Myanmar.

Nigeria - Floods (ECHO 03 Oct 2025)

Heavy rainfall has been affecting most of the states of Nigeria - 25 out of 36, mainly across the south - during the summer rainy season, causing severe floods and river overflows, particularly the Benue river, that have resulted in more casualties and widespread damage.
The International Federation of Red Cross and Red Crescent Societies (IFRC) report, as of 3 October, 230 fatalities, 681 injured people, approximately 121,000 displaced people, and a total of around 340,000 affected people across the country since mid June, where the worst affected states are Lagos, Adamawa, Akwa Ibom, Imo, Taraba, and Rivers. In addition, the same source and UN OCHA also report more than 42,000 destroyed or damaged houses throughout the affected states.
Over the next 96 hours, more heavy rainfall is forecast over most of the country.
The Nigeria Hydrological Services Agency reported a growing risk of flooding along River Benue and Niger due to Lagdo Dam reservoir capacity, Cameroon, close to its maximal capacity.

Philippines - Earthquake, update (ECHO 03 Oct 2025)

The 6.9 magnitude earthquake that struck Bogo City, in Cebu province, in the central Philippines on 30 September at 13.59 UTC resulted in a large number of casualties and widespread damage.
The National Disaster Risk Reduction and Management Council (NDRRMC) reports that, as of 3 October, 68 fatalities, 559 injured people, 77,022 displaced individuals, and a total of 366,360 affected people were recorded across 14 cities or municipalities in Cebu province. Additionally, a total of 5,013 houses, at least 335 infrastructures, and 11 bridges have been damaged, with 89 cities or municipalities experiencing power outages. Classes have been suspended in 113 municipalities, and there are 53 municipalities under a state of calamity.
